[EN] The conference included 75 highly-focussed workshop sessions on topics related to migration and diversity that took place on the afternoons of 3-5 October 2006.  Workshops were selected by an adjudication committee from more than 115 proposals.

[FR] Lors de la conférence ont été présentés pendant les après-midi du 3 au 5 octobre de 2006 75 ateliers de travail étroitement focalisés sur les problématiques associées aux phénomènes migratoires et de diversité culturelle. Les ateliers de travail ont été sélectionnés par un jury à partir d'un ensemble de 115 propositions.

[PT] A conferência teve 75 workshops centrados nas temáticas da migração e da diversidade que tiveram  lugar nas tardes de 3 a 5 Outubro de 2006. Os Workshops foram seleccionados de entre mais de 115 propostas por um comité de adjudicação.

  • [EN] A Dangerous Class? Facts and Fads on Migrants as Offenders: This workshop will deal with hard data on the hypothetical relationship between migrants or minorities and criminality. Which, if any, is the actual basis for such moral panic? What steps can be taken towards increasing the EU-wide comparability of such statistics?

  • [FR] Une population dangereuse? Faits et rumeurs sur la délinquance des immigrants: Cet atelier puisera dans les données factuelles concernant la relation hypothétique entre les immigrants ou les minorités et la criminalité. Quel est – si tel est le cas – le fondement réel d’une telle panique morale? Quelles mesures peut-on adopter pour augmenter les éléments de comparaison dans l’ensemble de l’UE en rapport à ces statistiques?

  • [PT] Uma população perigosa? Factos e rumores sobre a delinquência dos imigrantes: Recorrendo dados estatísticos, este workshop abordará a hipotética relação entre os imigrantes e minorias étnicas e a criminalidade. Qual é, se é que existe, o real fundamento deste pânico moral? Que medidas poderão ser adoptadas para aumentar a possibilidade de comparação a nível estatístico entre os países da UE?

2 > A Regional Comparative Perspective on Co-development

  • [EN] A Regional Comparative Perspective on Co-Development: This workshop intends to examine the achievements of co-development by gathering together top academics, policy-makers and non-governmental organisations, all of whom will represent those migration-related actors involved in the policy of co-development. The discussion will benefit from a comparative regional perspective. Core themes to analyse are: migration policy and development, migrant and non-migrant NGOs linked to co-development policy, and EU and North American regional policies as an approach to co-development.

  • [FR] Un point de vue régional comparatif en matière de développement conjoint: Cet atelier portera sur l’examen des réalisations en matière de développement conjoint et réunira les principaux universitaires, décideurs et membres d’organisations non gouvernementales représentant les acteurs du domaine de l’immigration qui travaillent à la politique de développement conjoint. Un point de vue régional permettra d’établir des comparaisons et d’enrichir la discussion. Les sujets au cœur de l’analyse seront : la politique et le développement en matière d’immigration, les ONG qui travaillent auprès des immigrants et de non‑immigrants qui participent aux efforts liés à la politique de développement conjoint, ainsi que les politiques régionales de l’Union européenne et de l’Amérique du Nord en tant qu’approche relative au développement conjoint.

  • [PT] Uma perspectiva comparativa regional sobre o co-desenvolvimento: Este workshop visará analisar os resultados alcançados pelas iniciativas de co-desenvolvimento, reunindo para isso investigadores universitários de topo, decisores políticos e ONGs, os quais representarão os diversos actores envolvidos na definição das políticas de co-desenvolvimento. A perspectiva comparativa regional permitirá enriquecer a discussão. Os temas centrais em análise serão: desenvolvimento e políticas migratórias; a actividade das ONGs que trabalham com cidadãos migrantes e não migrantes em matéria de iniciativas de co-desenvolvimento; e as políticas regionais da UE e da América do Norte como forma de abordagem ao co-desenvolvimento.

3 > Comparing the Labour Mobility of International Workers

  • [EN] Comparing the Labour Mobility of International Workers: The focus of the workshop will be to compare international models, trends, and regulations of labour mobility across national jurisdictional boundaries. The workshop will examine how Canada, Australia and the European Union are addressing labour mobility of workers across boundaries, as well as look at the role of Foreign Credential Recognition in this process.

  • [FR] Mobilité comparée du travailleur transnational: Notre atelier tentera essentiellement de comparer sur le plan international les modèles, les tendances et la réglementation en relation à la mobilité de la main-d’œuvre transfrontières. Nous examinerons quelles sont les réponses apportées par le Canada, l’Australie et l’Union européenne face à la mobilité des travailleurs transfrontières; dans ce cadre, nous examinerons également le rôle dévolu à la reconnaissance des titres de compétence acquis à l’étranger.

  • [PT] Mobilidade comparada dos trabalhadores transnacionais: O objectivo deste workshop será estabelecer uma comparação a nível internacional entre os modelos, as tendências e a regulamentação relativos à mobilidade transfronteiriça dos trabalhadores, bem como analisar o papel dos processos de reconhecimento das competências adquiridas noutros países.

  • [EN] Competing Geographies: Housing and Public Space in the Multi-Ethnic Metropolis: In the modern metropolis, private and public space can be increasingly regarded as being scarce resources. The focus of this workshop will be on the collective action and mobilisation of interest groups of native and immigrant background to secure and defend their enjoyment of these resources. Special attention will be paid to the differentiating influence of local governmental and non-governmental local institutions.

  • [FR] Compétition pour un espace vital : Le logement et l’espace public dans la métropole multiethnique: Dans la métropole moderne, l’espace privé et public peut apparaître aujourd’hui comme une rare commodité. Nous porterons une attention particulière à l’action collective et à la mobilisation des groupes de pression que constituent les autochtones et les immigrants pour obtenir et défendre leur jouissance de ces commodités. Une place toute spéciale sera accordée à l’influence différenciée des institutions gouvernementales et non gouvernementales locales.

  • [PT] Competição por um espaço vital : habitação e espaço público na metrópole multi-étnica: Na metrópole moderna, o espaço privado e o espaço público podem ser vistos como bens escassos. Este workshop centrar-se-á na acção colectiva e na mobilização dos grupos de pressão de origem nacional e de origem imigrante para obter e defender o usufruto destes recursos. Será dada especial atenção à influência particular das instituições governamentais e não-governamentais de nível local.

It will also discuss the regulation of migratory flows and the multicultural aspect of the promotion of employment.

The workshop focuses on various case studies related to implementation of antidiscrimination laws and policies and the difficulties of measuring discrimination.

  • [FR] Discrimination, politiques de lutte contre la discrimination et production du savoir: Quelles sont les conséquences des lois contre la discrimination et des politiques qui y sont liées en ce qui a trait à la mesure de la discrimination, et quelles leçons doit‑on en tirer? L’atelier porte sur une étude de cas concernant la loi contre la discrimination, sur le processus de recrutement ainsi que sur les situations où des mesures de lutte contre la discrimination devraient être mises en place dans une organisation publique de grande taille.

  • [PT] Discriminação, políticas anti-discriminação e produção de conhecimento: Quais as consequências das leis anti-discriminação e das políticas a elas associadas ao nível da quantificação da discriminação e que lições podemos daí retirar? Este workshop incidirá sobre um caso de estudo de lei anti-discriminação, os processos de recrutamento e o caso específico da implementação de iniciativas anti-discriminação em instituições públicas de grandes dimensões.

  • [EN] Engaging Ethno-Cultural Minority Youth in the Practice of Citizenship: This workshop explores strategies to build societies and communities that are more inclusive of young people and in which they feel part of a greater civic whole. Social exclusion, inequality of opportunity for young people from ethno-cultural communities and a lack of intercultural dialogue have contributed to increasing social tension in Australia, Canada, and France. Participants will focus on solutions to youth and diaspora violence by exploring how minority youth construct their identities and sense of belonging and how they conceive of their roles as citizens.

  • [FR] Promouvoir l’exercice de la citoyenneté chez les jeunes issus de minorités ethnoculturelles: Les participants à cet atelier exploreront des stratégies visant à bâtir des société et des communautés qui font plus de place aux jeunes et au sein desquelles ils ont l’impression de faire partie d’une communauté plus vaste. L’exclusion sociale, l’inégalité des chances pour les jeunes gens issus de communautés ethnoculturelles et un manque de dialogue entre les différentes cultures ont contribué à accroître les tensions sociale en Australie, au Canada et en France. Les participants se concentreront sur la recherche de solutions à la violence des jeunes et des membres des communautés culturelles en apprenant comment les jeunes issus de minorités culturelles construisent leur identité et leur sentiment d’appartenance, et comment ils voient leur rôle en tant que citoyens.

  • [PT] A promoção do exercício da cidadania junto de jovens pertencentes a minorias étnico-culturais: Os participantes neste workshop debruçar-se-ão sobre as diversas estratégias que visam construir sociedades e comunidades mais inclusivas para os jovens e onde estes se sintam como parte de um todo social mais vasto. A exclusão social, a falta de igualdade de oportunidades para os jovens pertencentes a comunidades étnico-culturais e a falta de diálogo inter-cultural têm contribuído para o aumento da tensão social na Austrália, no Canadá e em França. Os participantes centrar-se-ão na procura de soluções para o problema da violência entre os jovens e entre as diásporas, procurando compreender de que modo é que os jovens das minorias étnicas constroem as suas identidades e o seu sentido de pertença e como concebem os seus papéis enquanto cidadãos.

  • [EN] Ethnic and Multiethnic Festivals and Parades: From Cultural Manifestations to Socio-Political Instruments: This workshop discusses the social and political relevance of ethnic and multiethnic street festivals organised in many European and North American cities. It examines to what extent these cultural manifestations can become tools for better social cohesion and integration at the local level in multiethnic and multicultural settings.

  • [FR] Festivals et défilés ethniques et multiethniques : Des manifestations culturelles aux instruments socio-politiques: Cet atelier porte sur la pertinence sociale et politique des festivals de rue ethniques et multiethniques organisés dans un grand nombre de villes européennes et nord-américaines. Il examine jusqu’à quel point ces manifestations culturelles peuvent devenir des outils d’amélioration de la cohésion sociale et de l’intégration sur le plan local dans un décor multiethnique et multiculturel.

  • [PT] Festivais e desfiles étnicos e multi-étnicos: de manifestações culturais a instrumentos socio-políticos: Este workshop discutirá a relevância social e política dos festivais de rua étnicos e multi-étnicos organizados em numerosas cidades europeias e norte-americanas. Os participantes analisarão em que medida é que estas manifestações culturais se podem tornar instrumentos de promoção da coesão e integração sociais a nível local em contextos multi-étnicos e multiculturais.

  • [EN] Facilitating the Electoral Participation of Ethno-Cultural Communities and New Citizens: Political engagement is essential to migrant integration in a newly adopted country. Research shows that attaining citizenship is not always associated with the regular exercise of political rights, particularly voting. This workshop will examine factors that may prevent or favour the participation of new citizens and ethno-cultural communities in the electoral process.

  • [FR] Faciliter la participation au processus électoral des membres des communautés ethnoculturelles et des nouveaux citoyens: L’engagement politique est essentiel à l’intégration des immigrants dans un nouveau pays. Les recherches effectuées montrent que l’obtention de la citoyenneté n’est pas toujours liée à l’exercice régulier des droits politiques, particulièrement en ce qui concerne le droit de vote. Cet atelier portera sur l’examen des facteurs susceptible de nuire ou de favoriser la participation des nouveaux citoyens et des membres des communautés ethnoculturelles au processus électoral.

  • [PT] A promoção da participação eleitoral das comunidades etno-culturais e dos novos cidadãos: O envolvimento político é essencial para a integração dos imigrantes num novo país. A investigação realizada mostra que a aquisição da cidadania não está necessariamente associada ao exercício regular dos direitos políticos, nomeadamente o direito de voto. Este workshop analisará os factores susceptíveis de impedir ou favorecer a participação eleitoral dos novos cidadãos e dos membros das comunidades etno-culturais.

  • [EN] Family Reunification and Integration in Comparative Perspective: This workshop compares family class immigration policies, socio-demographic profiles of family migrants, and their integration experiences in Canada, the United States, Portugal, Germany and the Netherlands. The comparison focuses on the rationale countries use when accepting family migrants, the extent of family migration, its character, and its impact on receiving societies. 

  • [FR] Regroupement familial et intégration dans une perspective comparative: Cet atelier vise à comparer des politiques visant les immigrants de la catégorie du regroupement familial, les profils socio-démographiques des migrants familiaux et leurs expériences d’intégration au Canada, aux États-Unis, au Portugal, en Allemagne et aux Pays-Bas. La comparaison sera axée sur les motifs d’acceptation des migrants familiaux, l’étendue de la migration familiale, sa nature et ses répercussions sur les sociétés d’accueil.

  • [PT] Reagrupamento familiar e integração numa perspectiva comparada: Este workshop pretende comparar as políticas migratórias de reagrupamento  familiar, bem como os perfis socio-demográficos e as experiências de integração dos migrantes familiares no Canadá, Estados Unidos, Portugal, Alemanha e Países Baixos. A comparação centrar-se-á nas racionalidades subjacentes às políticas de reagrupamento familiar, nas dimensões que assume este tipo de imigração por motivos de reagrupamento familiar, nas suas características e nos seus impactes ao nível das sociedades de acolhimento.

Its aim is to compare the global framework regarding antiracism and equity in both countries, as well as the specific educational approaches developed in this regard. During the first part of the workshop, the legislative provisions in both countries, the debate they have raised, as well as their impact on the nature of racism and the definition of equity will be explored. In the second part, the field of antiracist education in both countries will be critically assessed and its conceptual and implementation limits debated. In both instances, we will focus on identifying new theoretical and policy paradigms, better adapted to the shifting reality of racial and ethnic inequalities and tensions in the 21st Century.

  • [FR] Combattre le racisme et assurer l’équité au sein de la société et des écoles : Nouveaux paradigmes en Grande-Bretagne et au Canada: Cet atelier rassemblera des décideurs clés et des chercheurs de pointe de la Grande­Bretagne et du Canada. L’objectif est de comparer le cadre général de la lutte contre le racisme et de l’équité de même que les approches pédagogiques des deux pays.   • [PT] O Combate ao Racismo e a Promoção da Equidade na Sociedade e na Escola: Novos Paradigmas na Grã-Bretanha e no Canadá: Este workshop reunirá um conjunto-chave de decisores políticos e investigadores universitários de topo da Grã-Bretanha e do Canadá, dois países na vanguarda internacional do combate ao racismo. Terá como objectivo proceder a uma comparação entre o enquadramento geral do combate ao racismo e da promoção da equidade nos dois países, bem como entre as abordagens educativas especificamente adoptadas com este fim. Na primeira parte do workshop, serão discutidas as provisões legais adoptadas no dois países, os debates que suscitaram e os seus impactes sobre o racismo e o conceito de equidade. Na segunda parte, analisar-se-á criticamente a questão da educação anti-racista nos dois países e debater-se-á os seus limites conceptuais e os obstáculos à sua implementação. Em ambos os momentos, o ênfase será colocado na identificação de novos paradigmas teóricos e aplicados mais adequados à realidade em mutação das desigualdades e tensões raciais e étnicas no Século XXI.

  • [EN] Getting Started in a New Country: Developing Policies and Practices to Promote the Integration and Employment of Refugees and Migrants: Strengthening the Evidence Base: There are contradictory trends in migration to Europe today. A small proportion of these immigrants are refugees, and the integration and social inclusion of these refugees are a challenge. This workshop will discuss early work-focused introduction strategies as well as language training, considered to be a better way to “rebuild” lives. Integration of refugees can also be improved through the interaction of government programmes, NGO programmes and enterprises, and this will be examined.

  • [FR] Nouveau départ dans un pays d’accueil : Élaboration des politiques et des pratiques visant à promouvoir l’intégration et l’emploi des réfugiés et des immigrants – Renforcer nos acquis: Les migrations dans l’Europe contemporaine présentent des tendances contradictoires. En effet, parmi les immigrants, les réfugiés représentent un faible taux dont l’intégration et l’inclusion sociales se posent en défi. Dans cet atelier, nous aborderons les stratégies visant essentiellement à l’insertion rapide au monde du travail; nous examinerons également l’apprentissage de la langue que l’on considère comme le meilleur moyen pour eux de reconstruire leur vie. L’intégration des réfugiés peut également être facilitée par les entreprises, ainsi que l’action conjointe des programmes mis en place par les gouvernements et les ONG; nous examinerons tous ces éléments.

  • [PT] Começar de novo num novo país: o desenvolvimento de políticas e práticas com vista à promoção da integração e do emprego de refugiados e imigrantes : reforçar a base de conhecimentos: Os movimentos migratórios na Europa contemporânea caracterizam-se por diversas contradições. Uma pequena parte destes imigrantes são refugiados, cuja integração e inclusão sociais constitui um desafio. Este workshop incidirá sobre as estratégias que visam a inserção rápida no mundo do trabalho e o ensino da língua, consideradas as melhores formas destes imigrantes reconstruírem as suas vidas. A integração dos refugiados pode também ser facilitada pela interacção entre programas governamentais, ONGs e empresas - aspectos que serão também analisados neste workshop.

  • [EN] Human Trafficking: Data Collection, Current Trends and Institutional Approaches: This workshop will discuss human trafficking and smuggling as well as labour migration. Methodological problems associated with trafficking, such as data collection and management will then be presented, followed by the current geographies of and different approaches to trafficking.  The workshop will also include governments and NGOs with experience in victim protection to discuss their approach to trafficking. 

  • [FR] Traite de personnes: collecte de données, tendances actuelles et approches institutionnelles: Cet atelier portera sur la traite de personnes, le passage de clandestins et la migration des travailleurs. Les problèmes méthodologiques liés à la traite de personnes, comme la collecte et la gestion des données, seront présentés, de même que les différents pays touchés par la traite de personnes et les différentes approches adoptées par rapport à ce problème. Des représentants de différents gouvernements et organismes non gouvernementaux oeuvrant dans le domaine de la protection des victimes participeront aussi à l’atelier afin de discuter de l’approche qu’ils préconisent en ce qui concerne la lutte contre la traite des personnes. 

  • [PT] O tráfico de seres humanos : recolha de dados, tendências actuais e abordagens institucionais: Este workshop debruçar-se-á sobre o tráfico de seres humanos, o contrabando de imigrantes clandestinos e as migrações por motivos laborais. Serão debatidos diversos problemas metodológicos associados ao tráfico, tais como a recolha e gestão dos dados, e ainda as geografias do tráfico e as diferentes abordagens relativas a esta questão. O workshop incluirá também representantes de diversos governos e organizações não-governamentais com experiência no domínio da protecção de vítimas a fim de discutir as suas abordagens à questão do combate ao tráfico de seres humanos.

  • [EN] Immigrant Activism in National and Transnational Contexts: Immigrant organisations have traditionally been viewed as an aid for immigrant ‘assimilation’.  Changing political contexts, however, require us to reconsider the role of immigrant organisations. This workshop explores how contemporary immigrant organisations (a) engage with local, national, and transnational political structures; (b) mobilise ideas about citizenship; (c) utilise communications technologies; and (d) create new political spaces.

  • [FR] Activisme des immigrants dans des contextes nationaux et transnationaux: On considère traditionnellement les organisations d’immigrants comme un outil d’« assimilation » des immigrants. Cependant, en raison des contextes politiques changeants, nous devons repenser le rôle de ces organisations. Cet atelier aborde la façon dont les organisations contemporaines pour les étudiants a) participent aux structures politiques locales, nationales et transnationales b) mobilisent les idées concernant la citoyenneté c) utilisent les technologies des communications et d) créent de nouveaux espaces politiques.

  • [EN] Irregular Migration and Migration Policies: Although all EU countries have been practising restrictive migratory policies for years, irregular migration nonetheless constitutes a structural feature of the migration landscape in most, if not all, countries (?). Whereas some writers attribute this situation to the result of a crisis in immigration control, others emphasise the successful contravention of immigration policies by the clandestine migration industry. Papers addressing the ways in which states handle irregular migration or relate to it within their borders will be presented in this session.

  • [FR] Migrations clandestines et politiques d’immigration: Bien que tous les pays de l’UE appliquent depuis des années des politiques d’immigration restrictives, l’immigration clandestine constitue néanmoins un aspect structurel du phénomène migratoire dans la plupart de ces pays, sinon tous. Certains observateurs attribuent cette situation à la crise du contrôle de l’immigration, quand d’autres soulignent la réussite de l’industrie des migrations clandestines qui parvient à tenir en échec les politiques d’immigration. Seront présentées lors de cette séance, les études portant sur les instruments dont disposent les États pour contrer l’immigration clandestine ou la traiter au sein de leurs frontières. 

  • [PT] Migrações Clandestinas e Políticas Migratórias: Embora todos os países da UE tenham há anos adoptado políticas migratórias restritivas, as migrações clandestinas constituem uma característica estrutural da paisagem migratória em muitos, senão todos, esses países. Enquanto que alguns autores atribuem esta situação a uma crise ao nível do controle das fronteiras, outros sublinham a capacidade das indústrias de contrabando e tráfico de migrantes clandestinos contornarem com sucesso as políticas migratórias em vigor. Nesta sessão, serão apresentadas comunicações que incidirão sobre as formas como os Estados lidam com a imigração clandestina ou se relacionam com ela no interior das suas fronteiras.

The discussion will also include the distribution of, and access to, local and global resources that impact migration and integration strategies, as well as the interaction between other Lusophones in the new locations.

  • [EN] Local Diversity Management Policies Outside Major Urban Centres: This workshop will analyse municipal policies and local governance processes related to ethnic and cultural diversity outside of major urban centres, including smaller towns and municipalities in rural and semi-rural areas.  The workshop will assess how these regions address various types of diversity and diversity policy to give participants an overview of how these policies are determined based on the region (urban or rural), the country, and the type of diversity and people involved. A part of the workshop will also focus on the role of gender in diversity policies outside of major urban centres.  Research questions and possible solutions will influence the research network on “Immigration Settlement in Rural and Small Urban Regions".

  • [FR] Les politiques locales de gestion de la diversité en dehors des métropoles: L’atelier portera sur l’analyse des politiques municipales et des processus de gouvernance locaux en ce qui a trait à la diversité ethnique et culturelle à l’extérieur des grands centres urbains, c’est‑à‑dire dans les plus petites villes et les municipalités situées en région rurale ou semi‑rurale. Lors de l’atelier, on évaluera les approches adoptées par ces régions en ce qui a trait à différents genres de diversité et aux politiques en matière de diversité afin de fournir aux participants un aperçu de la façon dont les politiques adoptées varient en fonction de la région (urbaine ou rurale), du pays et du genre de diversité et de personnes concernées. Une partie de l’atelier mettra l’accent sur le rôle du sexe sur les politiques en matière de diversité mises en œuvre à l’extérieur des grands centres urbains. Les questions relatives à la recherche et les solutions possibles auront une influence sur les travaux des membres du réseau de recherche sur l’établissement des immigrants en régions rurales et dans les petites villes.

  • [PT] As políticas locais de gestão da diversidade no exterior dos grandes centros urbanos: O tema deste workshop serão as políticas municipais e os processos de governança local relacionados com a diversidade étnica e cultural em contextos situados fora dos grandes centros urbanos, incluindo pequenos centros urbanos localizados em áreas rurais e semi-rurais. Discutir-se-á as diversas formas de lidar com a diversidade neste tipo de contextos, por forma a proporcionar aos participantes uma visão panorâmica de como a determinação das políticas para a diversidade depende em grande medida do tipo de região (urbana ou rural), do país em questão e das características da diversidade e das pessoas em causa. Numa das partes do workshop, será ainda dedicada especial atenção à importância das questões de género no quadro das políticas para a diversidade fora dos grandes centros urbanos.   • [EN] Socio-economic integration of minorities in the light of the international and regional anti racism and anti-discrimination systems: Progress report on France, Quebec and Canada: The comparison of the regional anti racism and anti discrimination systems put in place by the Organization of American States and the European Union, the analysis of institutional measures to fight discrimination and to foster social integration in Canada, Quebec and France, as well as the predominant dynamics between the regional and national bodies responsible for combating racism and discrimination will be discussed in this workshop. The analysis of the similarities and differences of the relationships between the American and European bodies charged with protecting minorities and the government stakeholders will help us assess the impact that the international and regional standards that prohibit racism and discrimination have on government policies.

  • [EN] Measuring Immigrants' Experiences: Surveys and Comparative Cross-National Studies on Discrimination: Surveys of immigrants have been implemented in a number of countries as a way to better understand the migration process. These surveys cover a wide range of the immigrant experiences, including discrimination. Using survey data and other studies from Sweden, France and Canada, discrimination will be discussed in order to compare and contrast national data as well as different methods and tools used to 'measure' discrimination and other immigrant experiences in receiving countries.

This workshop will explore how governments can expand their approach by including information from “both sides of the border” as well as how NSOs can improve their methods and estimates of international migration by working with international counterparts and other informed parties.

  • [FR] Mesurer les mouvements migratoires internationaux : Cueillette des données dans les pays-sources et les pays d’accueil: Les instances étatiques s’appuient en principe sur l’expertise de leur bureau de statistique national pour mesurer les flux migratoires internationaux.   • [EN] Migrant Associativism: Politics of Identity and the Problematique of Integration: Using case studies and comparative analyses, this workshop will look at migrant voluntary associations in various communities (ex. Portuguese, Cape Verdian, Gypsy, Ukrainian and Russian). The role of the voluntary associations and institutions as mediators between distinct nation-states and regional communities will be discussed, as will the interwoven relations between voluntary associations and public institutions and their contribution to social integration.  This workshop will include researchers, governmental and non-governmental technicians from various countries and from distinctive scientific backgrounds to exchange knowledge, social experiences and practices.

  • [FR] L’associativisme des migrants : les politiques liées à l’identité et la problématique de l’intégration: Dans cet atelier on examinera les associations de bénévoles des migrants dans diverses collectivités (p. ex. portugaise, cap‑verdéenne, rom, ukrainienne et russe) au moyen d’études de cas et d’analyses comparatives.   • [EN] Migrant Organising and Transnational Linkages: Bridging Political and Socio-Economic Engagement: This workshop discusses the ways in which migrants maintain significant social, economic, cultural and political ties with the country of origin and with other migrants living elsewhere have prompted an increasing interest on the emerging patterns of transnational links. These new transnational dynamics have had a major impact on migrants’ integration processes while playing a major role in the reconfiguration of citizenship and belonging in intercultural societies. This workshop will address, specifically, the different patterns of migrants’ collective organising practices, using the experience and the changing activities of migrants’ organisations as key references for the analysis and discussion.

  • [FR] L’organisation des migrants et les liens transnationaux : le rapprochement de l’engagement politique et de l’engagement socio‑économique: Cet atelier porte sur les importants liens sociaux, économiques, culturels et politiques maintenus par les immigrants avec leur pays d’origine et avec d’autres immigrants qui se sont établis à d’autres endroits, et sur l’apparition d’un intérêt croissant pour les tendances émergentes en matière de liens transnationaux.   • [EN] Current African Migration and Development: Political, Socio-Economic and Cultural Aspects: Africa is grappling with complex migratory phenomena characterised both by the movement of Africans within the continent and by their emigration to northern countries. This workshop is designed as a forum for debating and exchanging ideas in order to analyse the relationships between the migrations taking place in Africa and political, socio‑economic and cultural development.

  • [EN] Optimising International Networks: Carrying Out Joint Research Activities and Communicating Results - Part I: Carrying Out Joint Research Activities: In recent years, a number of research and knowledge networks in the area of migration, asylum and integration have been established, working more or less independently from one another. In order to carry out joint research activities they have had to find ways to co-operate across boundaries and with a variety of institutions and organisations, as well as engaging in documentation activities. In this part of the workshop, we will discuss migration (policy and research) networks including the European Migration Network (EMN), as well as examining good practices related to collaborative research and documentation.

  • [FR] Optimaliser les réseaux internationaux : Exécution des activités de recherche conjointes et communication des résultats - Partie I : Exécution des activités de recherche conjointes: Au cours des dernières années, bon nombre de réseaux de recherche et de connaissances dans le domaine de la migration, de l’asile et de l’intégration ont vu le jour et travaillent plus ou moins indépendamment les uns des autres. Afin de pouvoir effectuer des recherches conjointes, ils ont dû trouver des moyens de collaborer au-delà des frontières et avec toute une gamme d’établissements et d’organisations, tout en participant à des activités liées à la documentation. Cette partie de l’atelier porte sur les réseaux de migration (politiques et recherches), y compris le Réseau européen des migrations (REM), et les pratiques exemplaires liées à la recherche conjointe et à la documentation.

  • [PT] A optimização das redes internacionais: desenvolvimento de actividades de investigação em parceria e contacto com a opinião pública - Parte I: O desenvolvimento de actividades de investigação em parceria: Nos últimos anos, foram criadas diversas redes de investigação e partilha do conhecimento científico nas áreas das migrações, do asilo e da integração, as quais funcionam de forma mais ou menos independente umas das outras. Com vista ao desenvolvimento de actividades de investigação em parceria, estas redes tiveram de desenvolver formas de cooperação com uma série de instituições e organizações e a nível transfronteiriço, bem como de reforçar a componente das actividades de documentação. Nesta parte do workshop, debater-se-á o exemplo de diversas redes (de investigação científica ou coordenação de políticas) na área das migrações, incluindo a European Migration Network (EMN), e examinar-se-á um conjunto de boas práticas em matéria de actividades de documentação e investigação em parceria.

  • [EN] Optimising International Networks: Carrying Out Joint Research Activities and Communicating Results - Part II: Communicating With Policy-makers, the Media and the General Public: One key aim of international migration related networks is to communicate knowledge to policy-makers and the general public. In this part of the workshop, we shed light on the various mechanisms that help and hinder these exchanges, on partners that can assist in such exchanges and highlight the often crucial role of the media. This session should lead to the development of a short document containing ideas for fostering successful communication and strategies to overcome communication obstacles between the defined groups.

  • [FR] (jeudi, 5 octobre -- 90 minutes) Optimaliser les réseaux internationaux : Exécution des activités de recherche conjointes et communication des résultats - Partie II : Communiquer avec les décideurs, les médias et le public: L’un des principaux buts des réseaux liés à la migration internationale consiste à transmettre les connaissances aux décideurs et au public. Cette partie de l’atelier met en lumière les différents mécanismes qui favorisent et empêchent ces échanges, sur les partenaires qui peuvent aider dans ce type d’échanges et mettre en valeur le rôle souvent crucial des médias. Cette séance devrait déboucher sur l’élaboration d’un court document qui rassemble des idées sur les façons de favoriser une bonne communication ainsi que des stratégies afin de surmonter les obstacles à la communication entre les groupes définis.

Nesta parte do workshop, destacaremos os diversos mecanismos que facilitam ou dificultam esta disseminação e os diversos tipos de parceiros que podem contribuir para esse processo, sublinhando-se o papel muitas vezes fundamental dos meios de comunicação social. Os resultados desta sessão deverão permitir a elaboração de um documento resumido contendo as principais ideias com vista ao estabelecimento de uma estratégia de comunicação eficaz e um conjunto de formas de ultrapassar os obstáculos à comunicação entre os grupos indicados.

  • [EN] Politicisation of English for the Selection and Settlement of Citizens: The workshop goal is to critically explore the politicisation of English through national language assessment policies and practices, the impact on immigrant selection, social exclusion and income inequality. In Australia and New Zealand, failure of English language assessment means skilled applicants are excluded from migration eligibility, while Canada maintains more liberal entry procedures.

  • [FR] Politisation de l’anglais en vue de la sélection et de l’établissement des citoyens: Cet atelier vise à étudier de façon critique la politisation de l’anglais par le biais de politiques et de pratiques d’évaluation de la langue nationale, les répercussions sur la sélection des immigrants, l’exclusion sociale et l’inégalité des salaires. En Australie et en Nouvelle-Zélande, l’échec de l’évaluation de l’anglais signifie que les demandeurs ne peuvent pas être admissibles à la migration, alors qu’au Canada les procédures d’admission sont beaucoup plus libérales.

  • [PT] A politização da língua inglesa na selecção e integração dos cidadãos: O objectivo deste workshop consistirá em analisar de forma crítica a politização da língua inglesa através da apresentação e discussão de diversas políticas e práticas nacionais de avaliação do domínio da língua e dos seus impactes ao nível da selecção dos imigrantes, da exclusão social e da desigualdade de rendimento. Na Austrália e Nova Zelândia, a não aprovação no teste de língua inglesa exclui automaticamente os candidatos qualificados da possibilidade de imigração, enquanto que no Canadá vigoram critérios de entrada mais liberais.

In this workshop, presenters from different Canadian and European organisations explore the links between labour market participation and living conditions of new immigrant families. They will discuss the extent of labour market participation of new immigrant families and the extent to which the recognition (or lack of) of qualifications of new immigrants by employers allows them to escape poverty in the short and longer run.

  • [FR] Les immigrants pauvres : travaillent‑ils? Lors de cet atelier, des intervenants de différentes organisations canadiennes et européennes exploreront les liens qui existent entre la participation au marché du travail et les conditions de vie des nouvelles familles d’immigrants. Ils se pencheront sur la portée de la participation au marché du travail des nouvelles familles d’immigrants et tenteront de déterminer dans quelle mesure la reconnaissance (ou le manque de reconnaissance) de leurs qualités par les employeurs permet aux nouveaux immigrants d’échapper ou non à la pauvreté à court et à plus long terme.

  • [PT] Os imigrantes pobres: qual a sua situação face ao emprego? Neste workshop, representantes de diversas organizações canadianas e europeias explorarão as relações entre a participação no mercado de trabalho e as condições de vida das famílias imigrantes recém-chegadas. Discutir-se-á os níveis de actividade e emprego das famílias imigrantes recém-chegadas, bem como a forma como o reconhecimento (ou não) das competências dos imigrantes recém-chegados por parte dos empregadores lhes permite escapar à pobreza no curto e longo prazos.
